Make a call as soon as the receive / handset is picked up

Hi all

I have just installed a 3cx system with 90 odd phones.
The customer is requesting a lobby phone that automatically dials a number as soon as the receiver is picked up. (I will be using a grandstream 1615)
So I need to achieve two things. 1. What I have mentioned above and 2. Secure the phone to ONLY be able to call that number.

Any ideas?

Some VoIP sets, and ATAs have a feature, with various names...such as "hotline". Some use the internal dialplan to achieve the same result. When the handset is picked up, a pre-determined number is called. On Grandsteam devices, they call it "Offhook Auto Dial"
