manual/auto provision

I do not have dhcp options available but I have a working provision url. Is there a way I can somewhat manually get my phone to use this xml file?

I'm dealing with SPA504g

Thanks, I think my problem was the force resync delay because I was experimenting with different blf's.

I noticed though, that certain things do not get provisioned like advanced nat which was actually a bonus for me
