I have followed the fail-over guide (https://www.3cx.com/docs/failover/) and have it setup.

Several times, there has been a short disruption in connectivity between the primary and the secondary.

The secondary will kick into action and register the FQDN as it should. However, the primary will come back online within a few minuets.

Is there anyway to configure the secondary for a "manual" fail-over?

Hi,

You said " However, the primary will come back online within a few minuets."

If you want the primary to stay down, you must ensure that it is shut down or disconnected from the network. Alternatively, you can increase the failover testing interval to something longer if you often have short disruptions.

Manual Failover would just be stopping the services on the secondary and starting them whenever you want, manually.

What does the testing interval actually do? If it is set for X seconds... does that mean the test is every X seconds, or the primary has to be down for X seconds before the secondary will takeover?

It will test every X seconds to see if the service is still alive.
