I have followed the instructions (https://www.3cx.com/docs/failover/) to setup failover between two "cloud" servers.

The problem I have is that if the primary looses its connection for even 60 seconds, the backup activates itself.

Is it possible to disable the auto-activation and require a manual activation of the secondary?

Not really as it is kinda of the point of failover.
 
Perhaps you need to discover why it is loosing a connection, and if that can be fixed. I think if that was "normal", you'd have a lot of people making the same complaint that you are.

I also believe that it is not normal to lose the connection to the server for 60 seconds and the failover triggers correctly so you should troubleshoot that first.
Regarding manual enabling the secondary server i guess you could disable failover and keep both servers in place. Keep the secondary servers services disabled and if you want to enable it then start services and disable the primary server.
