Manual Migration from Debian to Windows

So here is the deal, last night our PBX crashed completely. The HD is fine but we cant get it to boot in another system.
So, we want to migrate to windows to be this easier in the future. We have a backup, but no password. We have full access to the files on the HD for the old unit but no way to use the old HD. So, is there a way to just move the files from the Debian HD to the Windows 3CX program file?

As per my understanding, you are trying to use your existing 3CX (Debian) on windows by just copying the 3CX installed program files and folders from HD to the Windows system. If yes it's not possible and the best way is just to find your existing 3CX Backup file and restore it in Windows.
Make sure that you should have the following Windows platforms to restore.

• Windows 10 (Pro, Enterprise)
• Windows Server 2016 (Standard, Datacenter)
• Windows Server 2019 (Standard, Datacenter)

The following steps to restore your existing 3CX to windows

1. Download 3CX for Windows.
2. After the 3CX install completes, run the configuration wizard via: "Press 1" a web browser to open http://<ip of machine>:5015
3. Restore your backup file.

Note: If any IP phones which is configured local 3CX Server network when using the Same IP details of the Debian server to Windows

Technically? Yes, it's possible. It's not easy though and without being rude, if recovering a debian OS is beyond your skillset then this will be as well. You need to grab the PostgreSQL database and files (recordings, voicemails, etc), spin up 3CX, restore the DB and files, (likely update the paths) and likely more.
