Migrated to a new V20 PBX, Can No Longer Control Queue Logins

On V18, by assigning certain permissions we could have managers who could control what queue people were logged into. In V20, it seems no permission level will allow this kind of control.

How do I control other people's queue logins? All I can do is change status.
