I am ready to upgrade to v18 from v16 but was since I am also thinking about changing hosting accounts (azure) would it be ok to:
1. Backup 16 on the old host and turn it off
2. Create a new instance with version 18 in a new hosting account
3. restore the backup of 16 to the new instance running 18

I am attempt to do this for those two reasons:
1. Right now our hosting is controlled by a 3rd part vendor and I would like to use our own azure account
2. In case the move/upgrade has issues I would like to have the option of just turning 16 back on.

I am asking for trouble with the above or is that a supported scenario?

Yes, you can restore a v16 backup to v18 - backup with license key and fqdn

Just make sure the current system is up to date, under updates in the management console keep installing all v16 updates - stop when you see v18

You have the correct steps, you need to shutdown the old server before setting up the new server.

Just remember , depending on your license it can take 6 hrs for the fqdn to be updated - std and pro license 6 hrs, ent 5mins. Until the remote network see the new fqdn IP address, devices will not connect

Another thing to keep in mind is that you should be able to revert the License Key version from v18 back to v16 within 30 days from the day you upgraded to v18.

If you do revert to v16 by booting the old server, make sure to do the following just in case:

1. Go to Settings >> License >> click on Edit and then OK.
2. Click on "Refresh License Key Information". Make sure you get no errors.
3. Go into Dashboard >> Services and restart the 3CX System Server.
