I recently added 2 users to MS365. When I go to User Sync > Add Users, I see one but not the other. Any suggestions?

I'm like 99% sure you need to have an email address associated with the user. Perhaps someone else will chime in to confirm, but I don't think the 365 sync tool works without one.I ran the commands for both users and compared. I checked that both are usertype "member", both have usage location "US" and other fields are similar.
The main difference is that the user who IS in 3cx has no email or assigned plans or licenses. He is a temporary employee.
The user who IS NOT in 3cx does have those things. She is a new permanent employee. Her case is more standard and the majority of users already in 3cx are like her.
The Azure AD username and email address is the same, when the user has email.
I don't see anything else.
One other thing to check is the users already set to sync - make sure there isn't a blank user with that email address in the listGood question. I'm not 100% sure but I don't think so, as they keep folders for retired users and there are no others with her first name, which is the user part of her email.
There's an outstanding update for 3cx that I'm going to run this evening. Maybe that will shake something loose. I'll update tomorrow.
Sync column means it matches against someone in Azure, but changes in Azure won't update 365 if they are not in the sync column.I added the user to an extension manually, with the email address. This morning, under Users, in the column "Synced with" it says "Microsoft 365". But under Settings > Microsoft 365 Integration, the user still isn't listed as one of the users being sync'ed. That doesn't make sense but I guess it's working.
