3cx Hosted cloud - All phones 3cx supported - SIP trunks 3cx Supported

Site A 150 phones 20 door phone 10 paging speakers - Hospital
Site B 150 phones 10 Door phones 10 paging speakers - Hospital

20 Other Sites SBCs 5 to 10 phones each site if they lose internet and phone connectivity that is OK, they can use 3cx APP

Site A, B during a disaster (Hurricane) lose internet and have to keep internal communications available ( Door Phones, Sip Paging). If they need to make outbound calls they can use the APP. Sites A and B have back up internet but could still be down because of Hurricane. Sites A and B do not need to call each other they just have to keep internal calls, paging, and door access available during disaster.

We Host a hyper V to keep internal calls up for Site A and B, and make them slaves to our Master Cloud Hosted instance.

Is this a possible scenario? Our Goal is to keep Sites A and B door phones and paging speaker active for internal communications until internet returns. We are having trouble getting the correct information for our client and licensing for this system.

Cloud Master

Site B Slave
All other sites SBC's to cloud
 
It sounds like the Cloud Master is a single PBX serving both site A and B. Is that correct? If so, I don't believe it is possible to have two slaves with one master PBX configured for High Availability (HA). Further, if you are saying your master PBX is hosted at 3CX, I doubt they support HA at all.

Please clarify.
 
Yes, the cloud master hosted with 3cx will be serving both site A and B. We have to keep the internal phones and Paging speakers working during an outage for in-patients and security. They have generators and power is always on.

Or

Do I host Site A with a license on a Hyper V and Site B with a license on a Hyper V to keep internal phones, door phones and paging working during outage. If so how do those connect back to our cloud hosted instance via master / slave? We do want 4 or 5 digit dialing in-between sites during normal usage.

Thank you for responding, building this system has been difficult and we are not receiving much information to assist.
 
If you are required to have internal phone service when your internet is down, you will obviously need to have an on-prem PBX. 3CX only supports one primary and one backup server. You will not be able to have a single primary server in the cloud for non-emergency times, and fail over to two separate stand-by local phone systems. You are going to have to always have two on-prem sites bridged together.
