Is it possible to have a different outbound caller ID name for each company( Dep) on 3CX Multi-Tenant while using the same SIP trunk?

Regarding your question, You can create outbound rules with unique outbound caller IDs triggered per department.

I understand how to display the number. But if I want to display the company name, how can I show a different company name for each DID?

Normally that's up to the SIP provider. They would need the address for 911 as well.

Many SIP providers will allow you to have multiple registrations (trunks) on the same account. Have the provider associate a different name with each registration, then use outbound rules to control which name is presented.
