Solved Multi-Tenant Roles

What is the recommended role for a company's tenant?
I would have thought the naming of "Department Administrator" would be the one, but looking at the permissions, it has less than Manager, so should it just be Owner?

Being that the below is in order of permission.

I think I have answered my own question...

Looking at the roles here:

We can see it is initially called Owner, but suspect this comes from "Non-Multi-Tenant" setups, however, looking further down the permission table, we see it referred to as Group Owner.
