Need to an option to block call transfers to page groups, or a Page Button option.

This should simply not be possible. A call should never be allowed to route to a page group so that the entire organization can hear the call. You can train staff all you want, but they'll still end up doing this. I suggest either a way to block this action, or add a call button dedicated to this function.
