what is wrong?

As far as 3CX is concerned incoming faxing is only supported through a PSTN gateway. From my experience the success you have from a VOIP provider is very hit and miss as they all seem to offer T.38 support but is is rarely full support.

I've found that there are good logs of what is happening with incoming faxes stored at
C:\Documents and Settings\All Users\Application Data\3CX\Data\Fax\Faxes
and
C:\Documents and Settings\All Users\Application Data\3CX\Data\Logs\FaxTraces

I also use a wireshark capture to make sure i see the sequence of events from the incoming VOIP provider and make sure i see a T.38 invite in the stream.

You can also download and install a test t.38 fax server from http://fax-voip.faxvoip-software.qarchive.org/ that allows you send T.38 faxes to 3CX for analysing receive issues.
