No Play store or Android market on my tab
Is there a way to download 3CX for android directly?

The APX files have been available from time to time, but you haven't specified which one you are looking for. Having a device that doesn't not have access to Google Play pretty much guarantees that no version hasn't been tested on your device (or will work at all), so, if it doesn't work, you are probably "on your own".
