I have started getting this error:

I still have 3 out of 4 PSTN lines are free. The line will just ring and the auto attendant will not pickup. Is there a setting I should be looking at?
I am using GXW-4108 and SPA921 phones with 4 PSTN lines (NO VOIP). Any ideas?
