Office hours and Ring Groups

I have several different phone numbers each of which connects to a different Ring Group and each of which has its own distinct office hours. In v20, I'll need to create a Department for each Ring Group in order to set the correct office hours. The problem that I've got is that some users belong to more than one of the Ring Groups. Do these users need to be members of all the Departments that correspond with their Ring Groups? I'm trying to avoid having users belonging to more than one Department if possible.

Users can be apart of multiple departments but the office hours will only apply to their primary department.

No, this is not a requirement. The Ring Group can have members from multiple departments, but its office hours will apply to its own department.

Also, these will fall under the administration of a department admin, if one is defined as such.
