Operator queue?

Is there a way to make the "operator" a queue?
Have a client that wants all operator related functions to be directed to a queue of specific folks.
Thinking maybe set the operator extension -> forwarding rules -> to go to a queue.

Would this break/harm anything doing this?

Make a dummy extension. Assign this extension as the operator. Forward calls to this dummy extension to a queue.
