Outband Call Rule for PSTN Line

I have two lines:
1) VoIP --> internal number 105
2) PSTN (connected to FXO port VoIP Gateway) ---> internal number 110

I can phone from any extension directly throught VoIP (without internal prefix 105).
But I can't phone directly from PSTN. The first I must choose internal number
110 and later proper phone number and it's OK. I don't konow how to leave out an internal prefix PSTN line. Outband call rule also doesn't help. What can be reason of that? Need I always use prefixes for PSTN lines?
 
To make an outbound call, you must use a prefix. You have to assign a prefix to both the VOIP line and the PSTN gateway...
