Outbound Call Priority

Hi,
In the event of an emergency and all lines are being used, is there a way to prioritize an extension to be able to get a call out?

No.

Get a license so you always have enough SC to accomodate your emergency number.

Alternatively, everyone has a mobile these days.

Calls to emergency numbers are not constrained by 3CX simultaneous call limits. You can run into issues if your SIP provider limits your available trunks, but from a 3CX perspective it does not block emergency numbers simply because you have exceeded your simultaneous calls license.
