If a provider tells you that the caller ID can't be changed (by you), then it probably can't. Many (even VoIp providers) do not allow the customer to spoof caller ID. The number assigned to you, by them, is what is sent to the called party.
Are you using gateways in conjunction with an ATA box that they supply. the sort of device that you'd normally plug in standard analogue sets, or you you have direct VoIP service with them? In the case of the first scenario, you don't have any hope as it would be akin to trying to send different caller ID out on a PSTN line. If you have a VoIP trunk, then, while it might be possible, if they don't allow it, then no matter what you do at the 3Cx end, it won't work. You can only hope that whoever told you it won't work, was incorrect.
