Our outgoing calls are working great accept when we call 1 specific phone number. Normally when we dial out on our yealink T27G phones and press the dial button the phone number is dialed and you can hear it ringing. When we call 1 specific phone number and follow the same procedures we can wait up to 4.5 minutes before the phone system starts dialing out and we can hear it ringing. If we dial the specific phone number from our cell phones (not through 3cx) the call connects right away and begins ringing. We are using 3CX completely up to date with supported phones with the most updated supported firmware as well as SIPTRUNK.com a supported VoIP provider.
 
The 3CX Activity Log and Wireshark will show how long 3CX takes to process the received digits and pass on to the provider (so you can pin-point where the issue lies).

In regards to the individual number, can you identify and differences between that and a working one - for example outbound rules, different country, mobile etc ?

You certainly have a lot of patience if you are waiting 4 and a half minutes for a call to even start ringing. Most people would give up after about 45 seconds, and just assume it isn't going through. f you are able to determine that the set is not even dialling out during this time, then it may be a set issue. As mentioned, the Activity Logs will confirm this.
Do you have any other types (makes) of sets, or the 3CX App on a mobile? If so, do you get the same delay using those?
 
I have been able to review the wireshark logs and from what I can tell the issue is with our SIP trunk provider. I have opened a support ticket with them to resolve the issue. Thank you for the assistance!
