do you have any audio message from 3CX when dialing out?
Is there something in log to help ?

I would take that rule back to basics, all you need to specify is the prefix for now just to rule out anything else that could be causing an issue, take out the extension restrictions, group restrictions and "Calls to Numbers with a length of" then see how you get on.

As @ESP_Paul said above, make a very relaxed rule just for testing

You can define only a prefix "9" and strip 1 digit, nothing else.
No Extensions
No Groups
No Length

If it is still failing, post the 3CX Activity Log of the failed call, start to finish. "X" out the last half of any PSTN number.

Thanks guys I really appreciate to you guys help. I just did it everything again. And I confirmed those inbound and outbound are working. But only have to use one line in same time. I installed SN4114 with 4 lines... So I found a problem because of service provider. this location is in rural area in Canada. And that Telus support tech was so dumb :( always same person and always sleepy .. Anyway I ask them to set-up 4 lines with rollover line set(hunt group lines) . But If I have to set-up with 4 independent PSTN lines, Is there anyway that I can make one pilot number to handle other three lines? Please let me know if you have some advice ! Thanks.

You either have a hunt group (with a pilot number) from the provider, or you don't. There should be no reason why they cannot supply that service, but if they don't then you end up with four independent numbers. You can't make it a hunt group. All four number can come into 3CX as one trunk group, or you could provision the gateway as four trunks.

Without them supplying a hunt group, people would have to dial four different numbers, not ideal.
