Outbound rule not stripping number

Hello, I have a new install where I'm trying to set up an outbound rule to strip the first digit (client wants a dial 8 for outside line option to work for a while until everyone gets used to not needing it). It's hosted by 3CX, version 18 update 3. It seems like the rule is not working to strip the digit. I have it pretty simple, with only "calls to numbers starting with prefix" set to 8, Defatl ext group selected, and the SIP provider selected with strip digit set to 1.

When I try I get a server internal error, and I can see the call record at my SIP provider including the 8. I tried the same rule at a different client and it worked fine. Is this a bug where the system is failing to strip the number? Am I missing something somewhere? Thanks for the help.
 
Are you certain the calls are using the correct rule? They are read top to bottom, taking the first one that matches.
