mean remove (+966) and add ( 90)

how to make it and is this will make on sip trunk>> gateway >> Caller ID >> outbound
or
i have to add another outbound rules

in called to number start with prefix ( could i type +) like this (+966) or it just should take numbers

Create an outbound rule with "Calls to numbers starting with prefix " set to +966 and then strip 4 and prepend 90.
Make sure your E164 rules do not interfere with this as they could process the number before reaching the outbound rules.
