Outgoing SMS Messages - Adding external phone number

We have implemented SMS with Flowroute. Confirmed that incoming messages are working. Our customer is not able to send outgoing messages to new numbers outside of the internal 3cx users.

From everything we can tell, everything is set up correctly. are there Outbound parameters that need to be set up in some way?

No outbound parameters need to be set. You just need to make sure that you have set up SMS with Flowroute correctly and that your extensions have SMS enabled and Floroute selected as the SMS provider.
You can find these settings under the General of user settings.

My customer is receiving sms messages from sources outside of their internal 3cx network, but they are unable to input a phone number that is not inside their contacts of 3cx. What is the steps to send out an SMS message to a new phone number?

Under Chat > + > New SMS, enter the phone number (preferred in E164 format) and then "Start Chat".
