something happened and our owner user was deleted. is there a way for us to recover that or what is the procedure to create another one. the license is still registered to the email that we used for the user that was removed.

Are you referring to the system owner extension?
In your case, the system owner extension is the owner of the key.
You can contact the owner of the key and check if he has access.

Yes it was the extension we setup when we built the system. It’s hosted with 3cx. There’s another user with admin rights so maybe he deleted our user, I’m not sure. When I go to create another user using the same extension 100 or the same email we used on that user the system says it’s already being used but it’s not listed and we can’t login anymore

Can you please let us know what role that the extension you are using to login have?
Navigate to Admin > Users and there you will see the role to your extension.

System admin if I remember correctly. We made him the highest level admin we could when we setup the system so he could manage everything like create new users

Since you are logging in with System Administrator then you will not be able to see the System Owner extension.

Try to log in with the System Owner extension credentials as suggested in previous reply.

The first system owner extension is the owner of the key.

Ok perfect. The original issue was the email service stopped working so we were unable to reset the password to the owner user. They complained of not getting voicemail to email and we are also not able to get the link to reset the password to the owner extn. I logged in as his admin user but don’t see a way to manually set a password, and now that you say I wouldn’t even be able to see the owner user I’m not sure how to correct this. They are using o365 for sso and everything worked for months (vm to email / password resets) but now nothing and the company that manages their o365 tenant says nothing has changed on their end. They can still login via ms sso

The best thing I can advise is to open a support ticket with 3CX Technical Support via your partner portal support section, so we can request the information from you and resolve this for you.
