PBXExpress on AWS creating instances over and over

I was able to get pbxexpress to auto provision a 3cx server instance on AWS but could never login to management console. Also what seems to be happening is the pbxexpress service keeps terminating and provisioning new servers over and over. I cannot find any troubleshooting guides for this issue. Thanks
