PBXexpress unable to install to lightsail or google

3cx ver 16.0.8.9 with license 3CXPSSPLA was hosted on lightsail until lit stopped last night. Went to do a fresh install with pbx express and I get the message "There is a problem with this installation" I tried lightsail and google and got the same message. Tried two different browsers and got same result. All help greatly appreciated.
