Solved Personal IVR?

Looking at V18/Enterprise. Is there a way to either setup a personal IVR for an extension so that the caller is prompted to leave a message or ring the team (ring group) that the employee is in OR in the standard voicemail, can you force the "*" option to go to a specific ring group?

Not exactly. You cannot set the "operator" to a ring group. Also, that config is global, not per user. However, you can set it to a dummy extension and forward that extension wherever you want. CFD might also be an option here.
