Premium rate route not found

Hi all,

Hope to hear your thoughts. I see something strange happening for the country I am calling (Netherlands).
There are a lot of businesses which use the 0900-prefix. Now it comes to my attention that some numbers are connecting properly, some give me a message in Dutch "this number is not available from your connection", and others just give me a SIP response not found (but they do exist, can reach them all through my mobile phone).
My provider says it is not on their end.

Would this mean that different numbers in the 0900-prefix need different settings in my PBX to get connected? Or do I need to do something else?
Hope someone recognises the problem and can help me out.

Netherlands only has 1 Country Code in 3cx - 31

Not sure where you are calling from - or what your log files say, or how your outbound rules are setup.
 
This from Wikipedia..

"Premium numbers in The Netherlands start with 0900 (general purpose), 0906 (erotic entertainment) and 0909 (games and lotteries) followed by four or seven digits. When one dials such a nulnegenhonderd nummer it is enforced by law that the caller gets informed about the per minute rate. The Opta is the governing body that regulates premium rate services in the Netherlands. Starting June 2014 any 0900 number used for customer service purposes is regulated at a maximum surcharge per call of €1 on top of the normal tariff for calling."

Which means that calls to these numbers may very well be blocked by some providers because of the very high charges that may be incurred. You may need to find a provider that, is able to bill for, and allow these calls. Perhaps someone else, located in the Netherlands can chime in with an opinion, or their experience.

Thanks for your responses so far.
I use a Belgium VoIP provider and they charge me a standard rate per minute, so even if the actual costs would be lower or higher, they charge me the same rate for calling to numbers starting with 090.

Is it possible that there is something built in by the network providers in Netherlands which decline calls from VoIP abroad?
The strange thing is, there are still a lot numbers which I can actually reach. But I don't understand why some don't go through, as it clearly is not blocked by my VoIP provider.

I just found out that the numbers which do work, only work if I send a dutch landline CLID with the calls.
If I send a dutch mobile CLID, most of them suddenly also don't work anymore.

The only thing I can say is change to a supported Dutch provider and all of your issues are solved.

Which would suggest that someone along the way, is screening the caller ID. My first guess would be that it's the recipient. Since these are/may be, a "premium rate number", the destination is probably able to bill a landline, any extra costs associated with the calls, and may not be able to do the same, with a mobile caller.

I tried an alternative provider. When I send a mobile number with them as CLID, the call is accepted and I don't get the 'call not allowed' message.
So the question would be: what does the recipient exactly screen?
If I send a mobile number with provider 1, the call gets denied.
If i send it with provider 2, with same mobile number, the call is answered.

So on what basis would call with provider 1 get denied by the recipient?
 
Provider 1 - is it the Recipient Blocking the call or the Provider? The provider say it is not them... ask them to send you a trace of the call.

I could ask them again.
But it is early media from the recipient which plays a message:
With provider 1 early media: "service can not be reached from your connection".
With provider 2 early media plays: "this call is billed at normal costs", and then is connected.

According to the above, it should definitely be the recipient which screens something else than only the CLID, right?
