Prevent Long Distance / Toll

Is there a way to prevent calls to long distance, or toll calls to be made by extensions in a call center for example?

Create outbound rules that require a long prefix (known only to a few) to place long distance calls. Or...create rules allowing LD but restrict it to only certain extensions.
