This is a major part of how the system works and controls forwarding profiles.

You cannot stop a user from changing the status.

Is there maybe some other way to achieve what you want? What is the end goal you wish to do?

i want any call come to user in work hours whatever his status is

you can create replacement rules on his phone to prevent *3X and have them do *30 but if they use the 3cx app, they can change it there.

I think another way you can do it is to add a 2nd account/extension to their phone. have it forward to their extention instead of voicemail after 20 seconds, so that there is only one voicemail account, don't give it a line number and then send calls to it. I don't think they can change it then.

You can create a RG for this guy and on his ext tick "Accept calls from Ring Groups" under "Forwarding Rules"
