Problem solved on issue with only one of the three W56H handsets able to make & receive calls.

Hey I struggled finding answers to the problem I was having with my Yealink W70b base with three connected handsets(Using 3cx platform, Yealink T54W Router phone as SBC). The handsets were all registered and would page each other, but only the main #1 handset would ring, the others couldn't call out and they wouldn't ring you could only transfer active calls from handset 1 to the others. The proposed solutions online didn't work but I found a way. \/

Provision your base properly and update the firmware, connect your handsets to the base etc. once they are connected to the base, log in to your base UI go to Account > Number assignment then under line & number assignment there's about 10 lines listed from left to right and 10 handset spaces listed top to bottom and they are assigned in a staggered orientation by default: handset one is Line 1 handset 2 is line 2 etc. so If you change handset 2 and 3 (or more if you have more) Under "Line 1" so they are all on the same line on both the making and receiving calls sections. then click apply it should work. I tested it and calling the base extension rang all three phones. I did test a call from one extension to the another (though on the same LAN) and It rang all three handsets, I answered with one, I was able to transfer the call to a specific handset. So that's about all I need it to do.
Just thought I'd put this out there in case anyone else comes across this issue.

This line assignment must have been manually changed in the base or from the handsets at some point in their lifetime (Settings > Telephony > Incoming Lines). It is actually a Yealink feature in DECT bases like W60 / W70.

If you delete all handsets from the base, then factory reset the base and reprovision, then the next time you assign a handset the base will automatically assign them in a staggered fashion (the default behavior).

However, do keep in mind that a user could change the line assignment again if they enter the handset menus in the future and make changes. There is a PIN protection of 0000 so you could change that to something else if you wish to lock them out.
