Proper Configuration of E-911 services for Work at Home

We just got our system set up, and just got the users moved over to it. We have not yet set up the E-911 services. I am not sure how to proceed. Let me explain.

While our office is down and most everyone is working for home. Not everyone, we still have three at the office part of the time.
I know we need E911 set up at each physical location but what is the protocol here?
Do I need to create an e-911 number each person? Do I need to turn off 911 calling from their extension? Is there a way to turn it off only from apps and not IP Desk phones?

If there is, how do I do it?
 
We can't tell you what you can and can't do as far as turning off e911 for your home users as it varies by country (and some states if you are in the US). But once you sort that out you probably want to update to the Update 5 RC (backup first just in case).

Thank you very much. Just called a local vendor and they said it is better, in our area, to disable calling 911 from the VoIP service for anything "mobile". Is it possible to turn off the 911 JUST for the apps?
 
Currently no unless you make the mobile app extension different from their desk or fixed location extension. Then you could restrict by outbound rules. But having someone dial 911 from anywhere and have it not work is bad. The proper fix is for 3CX to route mobile app 911 calls to the cellular provider by default. But then there's the edge case where perhaps someone has no cellular service but does have data service via WiFi when 911 going out 3CX app might be the only/preferred option. It's a slippery slope.
 
Perhaps 3cx could make an option that when a person is using an app on a cell, or a laptop, they can choose to log in at off, or log in at home? and tie e911 to this setting? Or make it change based on "local PBX" or "Local SBC" vs Stun?
Turning off 911 is not an option (legally) unless I manage each one individually every time someone comes and goes.
