1) Dial In thorugh a PSTN Device
2) Be prompted with a PIN
3) Be able to dial an internal Line (i.e. Extension) or different outside lines through a VoIP Provider.

Please advise if feasible with 3CX and how to achieve it.

Oh, you mean like a DISA port?

Dial in and back out can be accomplished through your voicemail menu options, at present.

You can also make use of the security features on a Linksys SPA3102 and dial in through a telephone line on the PSTN port, using Caller ID or PIN screening, that is in turn, registered as a 3CX extension.
