Question with how permissions are applied to an extension

I looked and cannot find any documentation stating how multiple permissions are applied to an extension. For instance if I an in group A and are given the right to do something but also in group B but not given the same right which wins. I believe configuring a permission via the extension itself over rules any group permissions but what about conflicting permissions from different groups?
