Queue Problem

I have a queue to get incoming call, when 1 number got call in it generate to my available agent normally but when 2 numbers got call in in the same time it only generate to 1 agent until that agent pickup the phone then second number can generate to another agent. the problem is :it suppose to ring 2 agent in that time but it is not.
