Receptionist Role cannot change other users Status

I have two users with Receptionist role but they don't get the option to change the status for other users.
The options they get when they click the three dots are Intercom, Email, Leave Voicemail and Video Conference.
Set status is missing.
Any ideas? I am on version 20.0.2.715

Yes, Default department.

Sorry, I don't get you.

User 1 is member of the Default Department. Has Receptionist role.
User 2 is member of the Default Department. Has User role.

User 1 can't change the status of User 2. When user 1 clicks the three dots for user 2 the only options available are Intercom, Email, Leave Voicemail and Video conference.
