Record conference call attended by outside lines only?

Is there a way to record conference calls that are connected to only by outside callers? If the bridge number was considered a user's extension in the system than at least an admin or manager of that extension could retrieve them.

So you consider calls over the bridge only, to be outside calls that you would want recorded, and not calls over other outside trunks?
