Registering Yealink Phone across VLAN

Should be a simple one but having some trouble getting a phone to register properly across VLANs. It's a Yealink T-23G.

3CX Server is on 10.0.0.13, phone is on 10.60.0.4. Firewall has all ports open between the two VLANs, they reside on the exact same switch.

Phone won't Register unless I set the phone to same VLAN. It will auto-provision (it filled in all the right settings to the phones account page) but registration fails until I put it on the same VLAN as the server.

Do I really need an SBC for each VLAN or am I missing something?

From the phone vlan, can you talk to the 3CX server on port 5060?

Take a packet capture, do you see the register events?
