Restricting calls to an extension

We have a need to restrict calls to a specific extension to come only from a specific external numbers and specific extensions.

I tried listing all extension numbers in the Call Forwarding > Exceptions page except the ones that are allowed, and send them to Busy. But how can I do the same thing for external calls?

I suppose it depends on how many external numbers you are talking about. I have routed a trunk to a new dummy extension, which then had CID based call forwarding. under Exceptions. This has been limited to only 15 entries in the past. Those 15 numbers could then be sent to the desired extension. with all other calls going to the "If phone is not registered" destination. I suppose you could send it to a second dummy extension and include additional numbers. It is going to be somewhat limited.

You can solve it the other way around:

Create a call group with the extension as member, allow signaling of the call group in all statuses.
In the exceptions forward the desired phone number to the call group.

Now just adjust the status of your 2 so that external calls are forwarded to the mailbox or similar.
