is there an easy way for the user to have the app on their phone as well as be logged into the web app but only have the desk phone ring? then maybe change their status or even better i can set a schedule so that the call rings on the mobile app?

Regarding your question, the only way to have only the webclient ring and not the mobile device when an extension is provisioned on both is to unregister the mobile app from the extension, from under the 3CX mobile app settings—configured accounts, and uncheck the account thus de-registering the app.
