Send Welcome Email not working Issue

Dear all,

No email gets sent, i tried the test as well in the email settings no luck

Is there any way I can generate the attachment by an alternative means so I can manually send it?!
i tried different SMTP server (Live, Gmail, Outlook.com) no luck
