Set extentions default web client settings

For the web client to work correctly for us, a few settings need to be set for all users :

Settings > General > Other options > Replace + with 00
Settings > Integration > Auto launch a Custom Contact URL using variables
Settings > Integration > Open Contact URL
Settings > Integration > Notify when

How can an admin set those options for the users ?

If it is not possible, how can we change the default settings ? For instance, in "Settings > Integration > Open Contact URL", how can we replace
"http://example.com/search?phoneNumber=%CallerNumber%&displayName=%CallerDisplayName%" by as custom URL ? (so that the correct url is set up correcly for any new user.)
