SMS Not Sending Outbound

Hello,

My 3CX instance is hosted on-premise and we wanted to start using SMS. I followed the instruction doc from 3CX and I cannot get outbound texts to go through. Flowroute, our provider, says we are being charged for inbound, but the outbound will not send. Any help? I have checked and checked, and cannot find the fix.

Can you please clarify the exact version of the PBX? Also have you followed all steps as per below guideline:

Can you please let me know what is the error message under Dashboard > Activity log ?
Please remove any IPs or sensitive data (I would like to know just the error message
