System prompts do not update

I would like to change our default prompts to UKEnglish from English. However, every time I click on the download button for this I end up getting a warning message come up (see attached). I have restarted the services and also the Windows server. This issue still occurs.Normal updates come down fine and can be installed with no problems. Any suggestions?
