Is SIP ALG disabled? It should be. Try the firewall test and see the results. Are all RTP ports forwarded if behind NAT? Is QoS configured properly?

Also, more information like the PBX version would help. Phone models and firmware versions, what templates you are using, how are the phone connected to the PBX (local [includes VPN], SBC or STUN).
 
They are Yealink T46s and T42s on Stun. The customer just moved into a serviced office. The services office has its own IP phones (2x Cisco) PBX Version 16. SIP ALG is disabled from running a firewall test but testing ports [10600..10998]... failed but the rest passed. We don't have control of this network we can only request. The 2 x Cisco phones from the serviced office works on the same network
 
If all other ports pass but these failed that means that these ports are not forwarded correctly. You can find all necessary ports here: https://www.3cx.com/docs/ports/
