Good day to all.

I can call some three-digit numbers, but some don't. Why is that?

And so: I can call the short number 236. This is the bank's number.

There is also the number 164 of the Internet service provider, calls from 3cx do not go. . Why?
There is a call from a mobile number on 164 and I can talk.
 
If these are outbound calls, to numbers considered valid by your VoIP provider, then they must be setup correctly in your outbound rules and not conflict with local numbers on the PBX.
If your version of 3CX allows access to the 3CX Activity Log, then i would suggest setting that to Verbose, and seeing exactly where these calls are routing.

These are not numbers that belong to you, so you don’t need to add them to your system as numbers to receive calls, correct?

If these are numbers that you do own and need to answer calls from, simply add a * in front of the 3-digit number. The asterisk acts as a wildcard to compensate for the missing fourth digit.

Do the extensions in your system have 3 digits?
If so, follow these steps to add short numbers as emergency numbers:

The main advantage of this solution is that it will:

1. Validate that the short number does not conflict with the system’s 3-digit extensions.
2. Protect these 3-digit numbers to prevent you from accidentally adding an extension with the same digits in the future.

How many digits are your extensions in 3CX? As leejor said, make sure you've got the correct outbound rules set up and that your voip provider accepts the call.
 
thread can be closed, problem was in SIP provider, they migrated server, and problem was on their side
