Trouble adding a second inbound fax DID to go to a separate email address

I have been using a Voxtelesys fax-enabled line for months and it's been working perfectly.

I want to add a second fax number that will convert to PDF and send to email, but cannot seem to figure it out. There is forum advice saying to "create an inbound rule for that number and you have the destination as 'Send FAX to' with the extension's mailbox you want to use. You may or may not have to create a dummy extension just to get a mailbox." My problem is, nothing I try gives "Send fax to" as a destination option. These instructions appear to have been written before V20.
 
Looks like I was able to figure it out, want to make clear instructions here.

1: Add DID to the SIP Trunk
2: create a "dummy" extension with the desired destination email address.
3: Advanced --> Fax --> add --> add FAx Forward
select new DID and the newly created dummy extension
 
While I may have figured out how to setup the destination for a second fax line, it does not appear to work.

If I remove the "fax forward" and assign the new number as a DID to the existing fax server (both fax numbers are listed in the Assigned DID list), the default email address gets faxes sent to both numbers.

I tried creating two "fax forwards" for each DID number, and even setup the users/extensions with different than the default email address in the fax server, and all faxes are still going to default fax server email address. I changed the default email address in the fax server and it's still not sending to a different email address. Yes, I am clicking the Save button each time I edit the Fax Server
 
Not 100% sure but IIRC 3CX can only send to one email. Can you have Voxtelesys handle the fax to email? It's 1 cent per page but you could route the higher volume number through 3CX.
