In order to be able to make calls you will need a SIP Trunk and you usually need to pay to get an account. There are providers that may offer free accounts and free calls between their own network but to have full functionality you will need to pay for one. Here is a list of VoIP providers that are supported by 3CX.

An example would be Callcentric but their free account only allows you to call other Callcentric numbers.
